I cannot comment about IIT Bhubaneshwar, you can compare answers and form an opinion. As for the department here at IIT(ISM), I’d shed some light.
The Electronics and Communication Engineering department here is not one of the best departments here, I’d give you that but in recent years, it has become pretty good. Especially after conversion into an IIT, placements have been good, most placements though are CSE oriented, however some core electronics companies like HCL, Texas Instruments, etcetera have visited the campus this year. Apart from them students have been place at Microsoft IDC, Amazon, Adobe Systems, Arista Networks, Goldman Sachs, Oracle, etcetera.
Besides, IIT(ISM) is a very old college and infrastructure for all departments, including Electronics department is great, most of its labs are now housed in the state of the art New Academic Complex (NAC), touted to be the biggest college building in India. Choose well.
