In this case, NIT Jalandhar IT is a better option. Syllabi of IT and CE is almost same and so are placements. Highest packages are usually from these two branches(not always).
NIT Jalandhar is a better option because the peer group will be better as students there have cleared a much tougher entrance(i.e JEE Mains). Also, alumni network and faculty will be better. Placements can be slightly better as NIT is a nationally reputed college.
Overall, NIT Jalandhar is a better option.
