All Indian engineering institutions are supposed to be at par with all engineering institutions in the world, keeping that in view your question is meaning less.
I am assuming you want to know if graduate engineering courses from particular Indian schools have a leverage in getting selected for an MS course in a good US School.
No US school website mentions any weightage given to any particular institutions in India or elsewhere, yet since you ask I will make two observations.
CGPA Scores
The first one relates to the CGPA calculations. You are supposed to provide a CGPA score in case your university does not provide one. The US schools I believe have a weighted calculator for evaluating your CGPA. I may be wrong. I would like people to give their views.
