Yes you can I have changed my stream from ISE to CSE batch 2008. You need to apply after your 2nd sem exams and have to be extra active to know when are the dates because they announce and accept form with in a week. if you are eligible your stream will be changed by 3rd week of starting of your 3rd semester. I had a CGPA of 9.5 after my first year(9.4 + 9.6)/2.
