Are North Indian students mistreated in RVCE/MSRIT?

I don’t think ,there would be any such issue anywhere. I can not talk about RVCE but MSRIT , I can tell you there is no discrimination against North Indians . I can tell you a funny story connected to this.
In my batch some students had difficulty in speaking english and there was a very good teacher , who did not understand a word of hindi. After the two semesters , students were still at the same level in english , but madam had learned to converse in Hindi.
