Why is IIT PATNA ranked 10th yet still people opt for it in the end among the new IITs?

I think people are afraid of Bihar. Parents don’t want to send their kids to Bihar. But the truth is you hardly go out of campus . And campus is all safe and secure . There is good hospital ,food court ,stationary shop ,also there are restaurants which give delivery at hostel free of cost.We also have a startup “Le ke aana” which takes order of grocery, electronics and everything online and delivers at hostel on the same day.Also Bihar is not that unsafe .
