Based on the information on Internet, especially from BITS MTech Admission group on Facebook,
For BITS Pilani, cutoff is closer to rank 1000
For BITS Goa/Hyd, cutoff goes uptill 1500 rank
Note: Cutoffs may vary year to year depending upon how many apply with a good rank and accepts the seat.
Just for your information, my sister had a GATE 2019 CSE rank of ~1200 and she got BITS Goa in the first iteration itself. She had a good chance to get BITS Pilani too by the end of all iterations.
