Before you read the answer. I finished my schooling in CBSE, i.e I used NCERT all my school life.
I used to go for tuition for my board exams. As the portion in NCERT is similar to that of state board, my chemistry classes were with state board students.
As for as I noticed, the difference is the depth of concept in the book. In NCERT a few concepts(compared to state board) are taught in depth. While in state board many topics are taken and explained in exam point of view.
Conclusion:
NCERT few topics, explained too deep.
State board, many topics, explained shallowly.
