What is better for a BTech course in CSE (computer science engineering), with specialization or the one without specialization?

Take whatever you are getting. Specialization at undergraduate level doesn’t makes sense. There will be no difference in the curriculum except 2–3 chapter which will change. Both are 99.9% same and both are good options.
