I think counselling comes in many guises in an educational setting. The school/college etc may employ counsellors to support students with mental health and other difficulties.
Counsellors may also support students who need help and advice about finances.
Teachers also have a counselling role in terms of supporting students with non academic issues, by liaising with other counsellors and supporting facilities. If you interpret the counselling role as mentor or coach, then the teacher acts to encourage the progress of the learners.
