Is it true that Manipal Institute of Technology has no management quota?

No. You can not get into the college by paying your way through.
Although you can convince your NRI relatives – if any – to bear the brunt of a hefty, almost twice the normal fees by applying through the NRI quota, but I guess that does not count as management quota since even NITs have those.
