I think it’s possible.
One of my senior had an average of 41/50 in CIE in Fundamentals of Computation(FoC) , in first sem.
She wasn’t extraordinarily good at FoC. It was first time that she was learning any programming concept. Yet she managed to score a S grade(equivalent to S+ of current grading system), which means she scored (97+)/100 in SEE. Mind you the CSE department is strict when it comes to giving marks in SEE. (I was given an A grade <in our grading system> despite my 50/50 in CIE and having attempted for 95 in SEE in OOPs).
So yes, it is possible provided you aim and strive for the bulls eye rather than just filling pages
