Is it possible to direct admission in 2nd year engineering from a BSc. in CS completing the first year?

The question is not clear & totally distorted & vague. Rephrase it.
Only a student who holds or completed a Diploma course (3 years course) in any engineering field, only can secure his admission directly to enter SECOND year of regular Bachelor Degree (four years) course in Engineering.
If you are a B Sc in science or biology or physics or maths or chemistry, then you are admission to any Engineering course will start from FIRST year of the total four years.
