If NRI seats remain vacant, how does NIFT fill them?

NRI seats in NIFT don’t usually remain vacant since there are people who are willing to pay 3x the normal fees to get a good seat, but I guess whatever seats are vacant are filled by lateral entry students under the NRI quota only.
