I didn’t get a seat in the JEE Mains in the first counseling and I haven’t attended the second round counseling. Am I eligible for the third round of counseling?

The question raised is subdue, there is no meaning at all,I couldn’t understand what is your questions,any way JEE main students admission conduct ING body is Josaa after apply counseling as per your rank seat allocated,if your rank and branch may not match ,may be you won’t get seat in first round, now first round completed, second round today may expect if you’re not with draw you will all second round,but you may be expected IIIT Hyderabad.
