RV has strict rules against Ragging. There is very little Ragging that too in hostel but not serious. I have not seen any Ragging encounters during my stay.
If you are an outsider, living in hostel then seniors might ask you for an intro or do some steps or sing but all friendly.
Day scholars will never be heard of Ragging.
Although I recall one of my friend who hails from Delhi said me how badly he was ragged. Seniors of him used to make him Dance in the middle of the road front of the gate, while they enjoy watching it from Udapi upahara. Hilarious!
