I think it would be very difficult to find a job title of Data Scientist in Indian Government sector. It would be better if you look for job in organizations like ISRO, HAL where they have to crunch a lot of data. It is mostly done by computer scientists who are doing all data science work and not being called one.
Also you look for statistics job in various organizations where planning and decision making is done.
