To be honest, it’s not about whether NIT Rourkela or any other NIT allows students of Civil Engineering dept or not. What matters is whether or not the software companies coming for SDE roles will allow Civil students to sit for placements in their companies. I guess by Computer Science placement you mean IT companies only.
There are certain top-notch companies like Microsoft, Google, Goldman Sachs and Mathworks which allow students from all branches to sit for placements. Nevertheless, most software companies and firms set branch as a criteria to filter out students who can apply and prefer mostly students from CS and circuital branches like EC,EI and EE. This is because they believe students from these branches work with codes more often in languages that are imperative for working in these companies. However, this is not necessarily true because there are a bunch of techies who belong to branches other than CS, EC, EI and EE who genuinely love coding and wish to work in such companies.
