Can we transfer from one university to another after 1st year and to another college after 2nd year?

yes,you can change your college after first year , but there are some conditions you need to satisfy.

1 you need to get noc of both college, i.e you studying and the college u want to be in.

2. you should be all clear

3. you need to get conformation letter that you can get transfer to other college by dte of the reigional area.
