Yes you can change the University in 3rd but in India most of collage will not provide University exchange facility. I want to share a example ,there is student who studying in Amity .Due to financial problem he was unable to pay fees so he changed the University to Lpu Punjab .The policy of both collage are same so they support exchange University facility but other collage not provide this facility..
