Can I change my college after 1st year and join a new college under the same university but in a different course?

Yes, you can join a new college of same university but for the same course depending on availability of seats in college of choice. In my opinion joining with different course for 2 year in other college may not be possible. However , inquire with the college/university where interested to secure admission for 2 year.
