Can I apply for the 2nd round of NIFT counselling without registering for the 1st round?

No you cannot do this. You need to complete the admission procedures and take up a seat for yourself (This includes paying up the whole semester and admission fees) . After which you will have to apply for the second round of counselling and opt for the best option you have
