Can a person doing her MBBS 1st year write NEET exam to get into better medical college?

Yes of course. You can give NEET while studying 1st year. But make sure that you will study properly and get the seat otherwise you would fail your mbbs as well as not get the seat. “Na ghar ka na ghat ka” ( fall between two stools) dont let this happen to you. Just be focused.
