If your preparations are good than whether its a school exams or a board exams it doesn’t even matter which is easier and which is tougher. But as far as your question, the answer is straight forward ISC board is little easier because correction are very lenient. You will probably gonna score more in board exams than what you score in your school exams. But in the end I would recommend you to make your base stronger and your concepts clear. Then every exams will be easier for you.
