Why does the BITS Pilani cutoff decrease every year?

It doesn’t. It decreased only last year, it has otherwise been on a steady increase till 2017. Expect a steady rising graph for the years ahead as the competition gets tougher with more students and more students preferring better branches than better colleges (read: BITS CS better than non-CS at a good IIT).
