Yes. BITS Goa is a good option. There is not much of a difference in terms of faculty and placements.
Faculty:
You will find good faculty in both campuses and bad faculty in both campuses. And both will be more or less of the same number.
Placements:
Where you get placed does not depend on your campus as much as it depends on you. The placements are ‘centralized’ in the sense that BITS Pilani invites companies as a whole; as a university and not separately as individual campuses. After that, it depends on the company where they want to hire from.
Most of the extraordinarily good packages come from off-campus placements, in which all that matters is how much you know, irrespective of your campus.
People in both campuses have done amazing things. People in both campuses have got extraordinary packages. It all depends on the effort you put in.
