Yes( for IITs opened in 2008)
The answer would have been ‘No’, 2–3 years back. Looking at the circumstances 4 years from now(the time you pass out of the insti), the newer IITs(the ones started in 2008) would have surpassed the older ones by a good margin. As of now also I would say few new IITs like IIT-H, IIT-BBS, IIT-GN have surpassed older NITs like NIT Suratkal, MNIT Allahabad, NIT Jaipur etc. I would say that people underestimate new IITs. But the actual fact is, after being shifted to permanent campus, they don’t lag much. The only aspects newer IITs lags are facilities for cultural and sports events. Every other facility in newer IITs is up to the mark. Even the average packages of newer IITs greater than that of older NITs. If you don’t believe my words you can go through the NIRF rankings. Most of the new IITs are placed much above the older NITs. Especially IIT-H, IIT-BBS, IIT-I are in top 20 and are way above than most of the NITs. There can be some loopholes(for private colleges) in the NIRF ranking but you can consider it to be fair for all IITs and NITs. I will list down the pros and cons of both.
