Yes, two friends of mine had received this scholarship but it was in the form of fee weaver not hard money. One received on the basis of merit ( marks he has scored in the first year) and the other one received on the basis of financial weakness. To be the first category i.e. merit, one needs to be above the cut-off that is set by the institution, it doesnot matter whether you score 9 or 9.99 unless you are above the cutoff.
