Which college should I prefer for computer science engineering, Manipal University Jaipur or UPES in Dehradun?

I would suggest Manipal Jaipur, being an alumnus of MIT, Manipal. Facilities, resources and infrastructure are same. Only difference is its a new college and even students rank under 5k come here for getting desired branch.
