How is mechanical engineering in UPES Dehradun?

POOR.

There are two ways to become a mechanical/automobile engineer in India

Competing in some competitive exam to become a mechanical engineer in the govt sector.
Getting recruited in some private mechanical engineering company from some top-10 Indian engineering colleges.

There is NO third way to become a mechanical engineer in India.
