Yes, absolutely! I graduated from Purdue University with a degree in Computer Engineering. Although I came into college with a background in computer programming, I saw 80% of me classmates write “hello world” programs for the first time in college (Basic computer programs). Not to mention, those same people have developed into some of the finest software and hardware engineers, and were hired by top companies in the US.
