No it is not compulsory but acc to me this year as the 1st counselling is being conducted at a time when last years 2nd counselling had alraedy started so probably the cutoffs for 2017s 2nd round would be the cutoffs for 2018 1st round as those who had to leave(josaa and other colleges) have already left..
