Nothing like good seats left
Many seats get surrendered after the first round so second round cutoffs go down
Even if no seat is surrendered in a particular stream in a particular college many seats become vacant once the person holding the seat upgrades to a higher ranked college or a more coveted seat in the same college
For example if a student moves from ISE to CSE in same college in second round his/her ISE seat is vacated which will be garnered by a lower ranked student even if second round seat matrix may show zero seats available in ISE in that college
