I called a few colleges like rvce msrit and bmsce and also comedk help line so I think this answer will help
As per rvce it will start after 20th november and in first week of December we have to report physicaly for document verification and other formalities
As per msrit it will start any time and in first week of December er have to report college
As per bmsce it will start in 3rd week of nov or you can say after 20th and we have to report in December
As per comedk helpline they said that karnataka government is not giving them permission to start councelling but acc to them it will start by nov end
So I can say that by above observation counseling will start in 3rd week and college will not start before 15th december
