Yes you can leave under two conditions
1 suppose there is still a round of counselling to go for government seats then u can surrender the seat in college so that it can be added to future counselling
2 If all rounds of counselling are over and you still want to leave seat then u can but you will have to pay fee of all years in that particular college and then you can leave the college and appear for aiims counselling..
