I want to study at NIT Rourkela. Can a mechanical engineering student get a seat in the placement of computer science?

Definitely yes. The placements in most of the premier institutes are open for all departments.

It solely depends on your calliper to get placed.

For getting a placement in IT sector you should have command in coding. In NIT rourkela there are various coding clubs which you can join and brush up your hands there.
