No they cannot. A student of a particular college is entitled to participate in the placements organized by their own college/university. They cannot participate in placements organized by other colleges/universities.
However, Pool Campuses is one scenario when this is possible. Pool Campus Placements are Placement events organised by colleges in which students from multiple campuses are allowed to participate. But always remember this is because of the consent of Company or Organisation coming to hire students wants that and not the college organising it.
After completing 4 years of engineering from a tier 3 college, I really feel that students these days do not really give more attention to Pool Campus Events thinking that they will have very less chance of going through because there are more number of colleges and students participating that a normal intra college event.
According to me, that should not be the approach. I , myself studied engineering form a tier 3 college but ended up getting a job in a company (Amazon.com) which never came to my college ever. Thanks to the pool campus placement I attended.
Hence my advice would be, always be on a lookout for the pool campus events happening near you. Who knows you can end up getting a job somewhere beyond your imagination!
