The perception of seeing things is different for different people but for me the definition of best is that if a college have good infrastructure, academics record, placement record, friendly environment, diverse culture, good facilities etc. So, I would suggest you to browse some universities like Lovely Professional University, Anna University, CV Raman, IITB etc. These universities are really good in terms of placement and faculty for masters.
