Is off-campus placement really more difficult than on-campus for companies like Amazon, Google, etc.?

Though these employer have circle which we have to cross to get in.
but during off campus we are being competing with all the candidates from different region and colleges/Uni.
in campus we are only competing with our colleagues only.
