I have recruited from leading engineering campuses and also done heavy Off-campus hiring during my tenure in Motorola, Aricent and Oracle. Yes, the package offered in campus differs from what is offered in Off-campus drives to fresh grads. Companies normally have higher package for campus hires which is fixed depending on what tier the college is ! For example same company will pay different salary to campus hires from IIT than what it pays to campus hires in NIT and even lower to other good colleges ( read non NIT, non IIT). Generally campus hires are offered higher salary for simple reason of competition from other companies hiring at same campus. Off-campus placements are harder and most of the time there is minimum percentage requirement even to appear in such off-campus drives. But the situation dramatically changes after you get minimum 1-2 years of experience. If you are working in hot technologies like mobile app, android development, big data, java-j2ee, graphics, you are sure to get a call and rest is decided by your performance in interviews. If you crack the interview, you can demand salary your campus hire friends might have been drawing now and most likely it will be met.
