The government has a machinary that is responsible for carrying and transporting all exam papers conducted by the government.
In case of the CBSE, The papers are set by lecturers of various colleges and some school teachers. The fun part is, even they don’t know if the paper they made will be made as the official board paper.
Once the paper is finalised, it is printed in enormous quantities at government printhouses. These places are heavily guarded with armed policemen and biometric scanners. This is done during the months of july-august-september for the exams which will be held in coming month of March.
A month before the exams start, these are dispatched to the exam centers (also regarded as question banks by some teachers).
