With a CGPA of 9.7, will I get a branch change to CS or IS in MSRIT?

9.7 is indeed a good CGPA for branch change. There are high chances that you get CSE branch, and even higher chances for ISE.

But it depends on the vacancies available in CS and IS, and also on the CGPA of other students applying for these branches.

As per the data from previous few years, you can be assured of getting ISE and have a fairly good chance of getting CSE.
