Thanks for A2A, No it’s not possible.
You are allowed to change colleges within the same university, that to is limited to few universities like GGSIPU, etc.
However, if you wish to change the university, then you can only do that by leaving the current one.
Changing university in the first year would not have that much impact if you decide to change the stream as well. But if you choose to do that at a later stage, then you might face the difficulty.
