Once you have taken admission in any college which is affiliated to VTU and later you change your mind and want to change the college then one have to pay the full four years fee to the the college
Once you pay the all four years fee the college will return your 10th as well as 12th class marksheet.And the transfer certificate ( TC).And now you are ready to move and get admission in new college.
Where as while joining new college again the student have to pay all four year.
