I would suggest you go for autonomous college as in the VTU affiliated colleges, paper evaluation is done by other random colleges as directed by universities. Also marking scheme is highly unpredictable.Sometimes you will even get frustrated by seeing your marks and efforts that you have put as it solely depends on the mood of the evaluator. Nearly 75–80% students end up getting less than 70% marks in their graduation and if you want to pursue higher education i.e. MS or MBA, then at that time you would the realise the value of your graduation marks. So,I would suggest for autonomous college for an average student as you would get good CGPA by putting less effort. Join VTU unless or until you are a meritorious student .
